Berglund Construction and Brown & Momen Honored with 2025 CBC Merit Award and Community Impact Award for Chicago Joint Public Safety Outdoor Scenario Village

Berglund Construction and Brown & Momen are proud to announce that the Chicago Joint Public Safety Outdoor Scenario Village (Police & Fire Phase II) has been honored with two 2025 awards by the Chicago Building Congress (CBC) Merit Awards program: the Merit Award for Commercial Construction Under $50 Million and the inaugural Community Impact Award. 

  

This recognition celebrates the successful collaboration between Berglund Construction, Brown & Momen, and design partner Moody Nolan, whose visionary work helped bring this critical and state-of-the-art training facility to life. 

  

Phase II of Chicago’s Joint Public Safety Training Campus, the award-winning Outdoor Scenario Village, is a 57,000-square-foot, purpose-built “mini city” designed to enhance preparedness and cross-functional training for the city’s police and fire departments. The innovative design includes a multi-story mixed-use structure, realistic residential buildings, a six-story live-fire burn tower, technical rescue and Haz-Mat training areas, an auto extrication site, a simulated railway prop, and a dedicated driver’s training course. 

 

The Equity Champion Award especially highlights the team's commitment to participation, representation, and opportunity across all aspects of the project—from workforce development to meaningful engagement with minority- and women-owned businesses.
